高等教育經費追求卓越或均等分配的折衝-從Bates 教育行政理論視角的切入  [詳全文]

摘要:

高等教育在經費分配上,經常會面臨集中經費給特定學校以追求卓越,或是稀釋經費給各校來追求均質的兩難。有鑑於過去教育行政領域以社會結構論述行政精神符合公平性最深入的,便是澳洲的教育行政學者Bates 的社會批判理論,因此本研究以其視角來切入研究此一議題,期望藉由其智慧與研究者個人的理解融合後,在兩者間做出一個新的啟發與論述,在教育行政領域和哲學概念中交接處做出貢獻。研究者將先從高等教育追求卓越和均等背後兩者哲理的差異開始分析,之後引用Bates 在相關論述上可借用的觀點,最後研究者將自行論述兩者間衝突可能的折衝方式,以探究與應用其論述後達到本研究籌畫的目的。

Abstract

The primary dilemma facing distribution of funds in higher education is whether to concentrate it in certain universities to pursue outstanding results, or sharing it equally among all institutions. There are few papers on this issue, with the most significant one from R. Bates, an Australian educational administrator. This paper considers the dilemma from the perspective of R. Bates, and constructs an approach to this issue based on his theory, combining the interdisciplinary fields of educational administration and philosophy. The study analyzes the four differences of pursuing results or equality in higher education, and links them to the theory of Bates. Finally, some possible solutions to resolving this dilemma are provided.
