新冠肺炎疫情時代教育治理之探究  [詳全文]

摘要:
新冠肺炎疫情肆虐不僅造成數十萬人員傷亡,而且也影響產業發展和激起人民心理恐慌。全世界各國和各地區政府紛紛關閉學校或延後開學,以避免校園疫情擴散和確保學生安全和健康,此乃涉及到疫情時期教育治理之議題。是故,本文主要目的在於了解新冠肺炎疫情對於教育衝擊及其與教育治理相關問題,並提出後新冠肺炎疫情時代教育治理的建言。因此,首先詮釋教育治理的意涵及有效教育治理的要素,其次分析新冠肺炎疫情對於教育衝擊,接著評析臺灣新冠肺炎疫情時期教育治理之爭論課題,包括禁止師生出國限縮人民自由權、校園場地開放的治理權限認知落差、遠距教學禁用Zoom決策不夠透明、暫停陸生來臺影響受教權益,最後提出新後冠時代教育治理的建言,包括:1.檢討疫情治理,作為改進參考;2.運用協作治理,提升治理效能;3.回歸法律規範,確立權責分明;4.建立協調機制,活絡治理通路……等八項,作為未來有效教育治理之參考。

A Study on the Education Governance During Coronavirus Disease 2019

Abstract
The outbreak of the coronavirus disease 2019(COVID-19) not only caused hundreds of thousands of deaths globally, but also affected the development of the economy and industry, as well as causing panic in the population. Most governments around the world have temporarily closed educational institutions or postponed school openings in an attempt to contain the spread of COVID-19 and ensure the safety and health of students. This naturally relates to issues of education governance.

The main purpose of this article is to explore the impact of COVID-19 on education and issues related to education governance, in addition to providing suggestions for the post- COVID-19 era. It first explain the meaning and effectiveness of education governance. Secondly, It analyze the impact of the COVID-19 epidemic on education, followed by discussing the controversy around issues such as prohibiting teachers and students from going abroad, government authority in dictating campus openings, the ban on the use of Zoom for online learning, and suspension of students from mainland China. Finally, the following suggestions are offered as a reference for future effective education governance, including: 1. Reviewing the pandemic governance as a reference for improvement. 2. Using collaborative governance to improve governance efficiency. 3. Following rules and regulations to clarify the responsibility and duty of education governance. 4. Establishing a coordination mechanism between governance channels, etc.
