Abstract：
An excellent teacher plays a key role in education, leading the way to success, warding against failure. Excellent teachers depend on the success and merits of the teacher education institution. However, the system in Taiwan derives from the Teacher Education System developed during Japanese’ occupation of Taiwan, which was more than a hundred years ago. This system established the foundation to the successful nine-year compulsory education program, largely responsible for the prosperity of modern Taiwan. In view of the education reforms in 1994, it changed the single track planning by public expense into the multi-track talent-reservation planning by personal expense. This article quotes from government published historical documents and scholarly literature to explore the evolution of teacher education institutions, reveals the ideals of the past, and reviews the history of these institutions
