教育的自治、分權與學校經營改革─日本案例評析及對我國之啟示 [詳全文]

摘要:
教育的自治與分權運動代表的是在法律的保障及授權下組織或機關之間相互關係的調整或機能的轉換,也是治理模式的改變。本文旨在介紹並評析日本教育自治與分權的結構、近期的發展與學校相關經營改革的方案。經由說明1、與自治分權相關之法規;2、中央及地方,地方及學校之間傳統關係;3、教育自治和分權的發展;4、學校自治分權改革的動向等四項目,介紹日本的教育自治與分權發展的概況,最後並以日本案例,提出在發展階段、法規規範、教育治理、學校權力結構及驗證教育效果上可供我國參考之啟示。

Autonomy, decentralization and school management reform in education: An analysis of Japan case

Abstract
Movements of autonomy and decentralization in education represented not only interrelationship adjustments and function changes of organizations, but also on changes of governance models. The main purpose of this article aims to introduce and analyze the structure of autonomy and decentralization in education, recent developments and related school management reform programs in Japan. Four projects were described: 1. Related laws about education autonomy and decentralization; 2. traditional relationship between central - local government and local government-school; 3. developments on autonomy and decentralization; 4. trends of school autonomy and decentralization reforms, conditions of education autonomy and decentralization in Japan could be introduced in this article. Finally, based on Japan’s case, some aspects, like development stages, law stipulation, education governance, power structures in school and outcome checking would be issued as references for our country.
