Abstract:
Movements of autonomy and decentralization in education represented not only interrelationship adjustments and function changes of organizations, but also on changes of governance models. The main purpose of this article aims to introduce and analyze the structure of autonomy and decentralization in education, recent developments and related school management reform programs in Japan. Four projects were described: 1. Related laws about education autonomy and decentralization; 2. traditional relationship between central - local government and local government-school; 3. developments on autonomy and decentralization; 4. trends of school autonomy and decentralization reforms, conditions of education autonomy and decentralization in Japan could be introduced in this article. Finally, based on Japan’s case, some aspects, like development stages, law stipulation, education governance, power structures in school and outcome checking would be issued as references for our country.
