荷蘭高等教育評鑑機制之評析與啟示 [詳全文]

摘要：
荷蘭在人口數、土地面積與地緣條件與台灣都相當類似，但荷蘭境內的大學已有數所名列世界百大，其背後完善的高等教育品質保證制度居功厥偉。其認可機構NVAO不但是世界第一個跨國評鑑組織，更是多項認可標準制訂之先驅，也由於其參與國際評鑑組織使其影響範圍更為擴大。我國目前大學品質保證制度亦為認可制，且尚屬初始階段，宜多多汲取先進國家高等教育品質保證制度之優點，除了美國之外，近年歐洲由於正進行高等教育區域之整合，所以非常注重品質保證制度之發展，而荷蘭在地緣位置、人口等與我國極為相似，且為歐洲品質保證發展之領導者，值得我們密切注意其後續發展。因此本研究主要目的為探討荷蘭品質保證制度之內涵與運作方式，研究發現其品質保證制度有如下特性：市場導向之選擇性、重視學程之獨特性、跨越疆界之國際性、學生參與之主體性、認可協定之完整性，以及認可架構之嚴謹性，文末並給予我國在施行高等教育評鑑上之建議。

Abstract：
The Netherlands is similar to Taiwan in many aspects, and several universities in the Netherland have become top 100 universities because of their excellent evaluation system. Their accreditation organization – NVAO is not only the first cross-nation evaluation organization but also the explorer of many accreditation standards. This article discusses the Dutch higher education evaluation system and how it works. The findings are as follows: the selectivity of market orientation, respect to the programme uniqueness, the internationality of cross-bound evaluation system, students as one of the panels, and the completeness quality assessment protocol. Recommendations to promote higher education evaluation system in Taiwan are suggested.
