摘要：
本文透過文獻探討，旨在探究臺灣教育改革、地方自治與國民中小學行政間之關係。臺灣從解嚴後所實施之教育改革進行的如火如荼，在各教育階段、各教育領域與層面均激盪出許多火花，教育改革對於我國的教育行政體系與國民中小學行政的運作也產生相當大的衝擊。本文由教育改革的核心價值教育鬆綁為主軸，由教育相關法律層面探究地方自治下，地方教育行政機關與國民中小學行政經營的困境，並提出相關的因應對策。

Abstract：
The purpose of the article is to explore the relationships among educational reform, local self-government and school administration. The educational reform in Taiwan has changed dynamically since 1987 bringing impacts on the educational and school administration system in Taiwan. This article views the core value “deregulation” as the focus of educational reform and explores the situation of local self-government from education laws. This article also explores the predicaments in the management of educational administration in the background. Finally, the author submits ways to deal with the situation.
