摘要:
本研究以俗民誌研究探究校務評鑑實施歷程學校人員實際行為之意義,以高雄

市芊芊小學接受校務評鑑期間2005 2 月至11 月為研究場域。資料分析以紮根理

論為資料編碼策略方法,並歸納以下結論:參訪他校評鑑經驗以探究竟,精美包裝

學校以彰顯教育成果,以感性圖文策略行銷學校,柔化評鑑的威權效應,同甘共苦

度過評鑑歷程,此為學校人員在校務評鑑實施歷程組織文化之「現象」;而期待公平

卻又期待高肯定,表達真摯卻又掩飾虛偽,謙虛期待但又自信堅持,揚優隱缺的聚

光效應,短暫質變的學校文化型塑,漣漪效應的潛在促變,浪花效應過後難以評估

文化改變為校務評鑑實施歷程組織文化「變異」。最後提出研究建議以作為後續研究

之參考。

The Organizational Culture Phenomena in

Elementary School Evaluation

Abstract
This study aims to use ethnography method to understand school staffs' behaviors during

school evaluation. The project outline was based on the data of the school evaluation in

Qian-Qian elementary school from February to November, 2005. The study based on

grounded theory, as an encode method, and made the conclusions of each chapter listing

below: the finding of visiting other schools, the well packed schools’images to show the

best results of the school cultures, the perceptual contents to do the marketing, the soft

authority effect of the evaluation, and cooperation of the staffs during the evaluation

process. All of the above are the phenomena of the organizational culture in the process

of school evaluation. However, which that they wanted fairly treatment but high

expectation, that they expressed themselves truly but hided hypocrisy, that they expected

modestly but insisted confidently, that the temporarily quality changes of the culture

shaping as the spotlight effect of the merits, that the ripple effect of the latently prompt

change, and that the difficulties of estimate the changes on the cultures after the wave

effect are the variations of the organizational culture during the school evaluation. At last,

the reflection of the research process explains the role of the researcher and the

improvement of the future research.
