我國教育政策智庫之定位與角色分析:以國家教育研究院為例

摘要:
由於受到新管理主義(new managerialism)影響,許多國家在政治、經濟、教

育體系等各面向,莫不呼應此趨勢調整,為提升公共行政效能,不僅重視績效責任

且考量不同聲音作為決策參考,因此政府部門對於政策制定的完整性與效能性需求

更勝以往,在教育政策實施、行政管理革新到學校課程亦是如此。有鑑於此,本文

先從教育行政視角切入,理出社會參與以及科學化基礎的教育政策決策已成為教育

行政機關的趨勢,突顯教育政策智庫扮演行政機關和政策產出之重要媒介的角色,

基於此前提,本研究希冀透過專家學者與相關政策關係人的深度訪談內容,理解我

國具指標性的教育政策智庫----國家教育研究院之定位與角色及其所產生之政策分

析與影響,並探討教育行政機關與教育政策智庫之間之互動模式,分析我國現行教

育智庫實務運作。

Abstract
This paper aims to investigate the trend of the latest wave of public service

reform, focusing on the rise of educational think, influenced by new

managerialism. In recent years, many states have been through the social

economical changes and have impact on education, resulting in various

stakeholders getting involved in education policy making. With that, this paper

first analyzes on the perspective of educational administration. Due to the need

of scientific evidence before making any education policy, the management and

utilization of educational think tanks has become the spotlight in education

decision making. The paper was conducted with a qualitative method through the

use of in-depth interviews, based on the main official education think tank in

Taiwan---National Academy for Educational Research, to evaluate its policy

influence and planning.
