弱勢扶助政策─高級中等學校技職學生邁向成功的機會 [詳全文]

摘要:
本研究藉由文件分析採二個層面探討,在鉅觀層面從教育機會均等之視角探討

經濟扶助層面之學費補助政策;在微觀層面則以適性揚才之視角探討扶助弱勢技職

生彌補學習落差之做法。

教育部對於弱勢技職生提供經濟扶助,兼顧公平與經濟效率;就適性揚才而言,

扶助課程促進技職生自我實現。但目前此一政策尚無法展現對於產業人才需求的滿

足,也尚未改變父母對教育選擇的考量。

梳理政策之發展及執行歷程後,建議須長期追蹤研究政策之成效,應以多元文

化觀點考量弱勢生之脈絡,須強化學習成就低落的改善,以彰顯政策成效,並可研

議產學訓育才代金制,增進弱勢生在生涯進路發展的彈性。

Abstract
This research addresses Taiwan vocational school students supporting policy

through document-analysis method. In the macro dimension, equality of

educational opportunity and financial support for vocational high school students

will be discussed. In the micro dimension, learning gaps of the disadvantaged

students will be examined.

While supporting financial aids to help vocational students solve their

difficulties in schooling, the Ministry of Education (MOE) also seeks to solve

labor shortage. During the schooling, MOE supports schools by offering more

aids to the learning-disadvantaged students to catch up the gaps. But since the

policy has just implemented shortly, the profile of senior and vocational high

schools and the patterns of parents’ school choice have not changed yet.

The findings suggest that measures and details should be modified and

taken into consideration through multi-culture view-points. Policy should focus

on the improvement of learning achievement. Also, the government should

consider the possibility of offering vouchers to companies, schools, and training

institutions which are linked within the relationship of manpower development

cooperation to promote the flexibility of career development of disadvantaged

students.
