美國教師同儕協助與審查方案及其對我國教師評鑑與輔導之啟示

摘要:

我國新制教師法中教師專業審查委員會係依據美國教師同儕協助與審查方案而設置的,而該方案在美國已行之有年,其強調教師同儕協助與同儕評審並行,一方面促進教師專業成長,另方面確保教師教學品質,值得國內推動教師評鑑與輔導的參考。本文旨在瞭解美國中小學教師同儕協助與審查方案及其與我國新制教師法中教師專業審查委員會職能與作法的異同,並對我國的教師評鑑與輔導的發展,提出建議。本文蒐集相關的資料進行文獻探討和文件分析,描述和解釋美國和我國實施同儕協助與審查之背景與現況,接著將我國與美國的資料做並排,分析出同儕協助與審查的目的與任務、評鑑與輔導對象、以及管理者、調查者與輔導者等三個比較點來進行比較,然後考諸國情,對於我國的教師評鑑與輔導的發展,提出八點建議,以利我國的教育革新與發展。這八點建議係:加強同儕協助的功能、擴增教師專業審查委員會的職權、設置及培訓專任教學輔導教師、加強教學輔導教師的遴選、培訓與補償、放寬輔導的條件與期程、實施密集且多元化輔導方式、早日完成教師評鑑之立法、早日完成初任教師導入輔導之立法。

Peer Assistance and Review Program in the United States and Its Implications for Teacher Evaluation and Mentoring in Taiwan, ROC

The Teacher Professional Review Committee in Taiwan's New Teacher Act was established based on the American Teacher Peer Assistance and Review program. This program emphasizes that teacher peer assistance and peer review go hand in hand. It promotes the professional growth of teachers, ensures the quality of teachers' teaching, and is worthy of reference for domestic teacher evaluation and mentoring. The purpose of this paper is to understand the Peer Assistance and Review Program for elementary and middle school teachers in the United States, comparing it with the functions and practices of the Teacher Professional Review Committees in Taiwan's new teacher regulations, and finally make suggestions and recommendations for the development of teacher evaluation and mentoring in Taiwan. The author collects relevant materials for literature review and document analysis, describes the background and current situation of the implementation of peer assistance and review in the United States and Taiwan, and then compares their similarities and differences between these two countries in three aspects: (1) purpose and tasks, (2) evaluation and mentoring objects, and (3) managers, investigators, and mentors. Eight suggestions for developing teacher evaluation and mentoring in Taiwan are provided: (1) strengthen the function of peer assistance; (2) expand the authority of the teacher professional review committee; (3) set up and train full-time mentors; (4) strengthen the selection, training, and compensation of mentors; (5) relax the conditions and schedule of mentoring; (6)implement intensive and diversified mentoring methods; (7) complete the legislation of teacher evaluation; and (8) complete the legislation of beginning teacher induction.
