Abstract:
In recent years, the concept of key competency has gained prominence in education systems worldwide, as more countries initiated and promoted key competency-based education to enhance student development. The main purpose of this paper is to analyze the ideas of competency-based education and related practice strategies. First, it explains the concept of competency-based education. Next, it describes its value and discusses its core concept. This includes human-oriented, critical essential, comprehensive performance and active learning. It also examines the content of competency-based education from Australia, the Organization for Economic Co-operation and Development, the United States, the European Union, Great Britain, Taiwan, Singapore, Finland and Mainland China. Finally, it presents strategies of implementation including the development of strong policy guidance for students and to shape new competence-based curriculum for student learning.
