素養導向教育的理念與實踐 [詳全文]

摘要:
最近幾年來,學生核心素養概念已成為教育系統中的重要課題。透過素養導向教育,發展學生核心素養,愈來愈受到各國重視。本文主要目的在於分析素養導向教育的理念及相關實踐策略,首先詮釋素養導向教育的概念;其次說明素養導向教育的時代價值;復次剖析素養導向的核心理念,包括以人為本、關鍵必備、綜合展能和主動學習等;接著列舉主要國家和地區的素養導向的實際內涵,包括澳洲、經濟合作發展組織、美國、歐盟、英國、臺灣、新加坡、芬蘭和中國大陸等;最後提出素養導向教育的實踐策略,包括強而有力政策引導,建立核心素養政策方向;融入核心素養課程,建構學生重要學習內容等八大項。

The Ideas and Implementation of Competency-Based Education

Abstract
In recent years, the concept of key competency has gained prominence in education systems worldwide, as more countries initiated and promoted key competency-based education to enhance student development. The main purpose of this paper is to analyze the ideas of competency-based education and related practice strategies. First, it explains the concept of competency-based education. Next, it describes its value and discusses its core concept. This includes human-oriented, critical essential, comprehensive performance and active learning. It also examines the content of competency-based education from Australia, the Organization for Economic Co-operation and Development, the United States, the European Union, Great Britain, Taiwan, Singapore, Finland and Mainland China. Finally, it presents strategies of implementation including the development of strong policy guidance for students and to shape new competence-based curriculum for student learning.
