歐洲職業教育與訓練教育品質保證制度探討與啟示 [詳全文]

摘要:
自從技專校院辦理綜合評鑑以來,達成評等優劣、發掘問題、導引方向、督促改進及輔導建議等功能,但仍存在著評鑑標準一致化、限制各校特色發展、學校爭取評鑑成績導致資源錯置等問題。故為強化評鑑優點並改善不足之處,進一步採行認可制評鑑;但如何使該項政策推動更為精進,並納入品質保證作法,值得進一步探討與改進。本文以文獻分析釐清綜合評鑑、認可制評鑑及品質保證關係,明確凸顯問題分析重點,並藉由文件分析法就歐盟縱向機關層級政策推動及橫向時間發展脈絡分析,呈現分析對象完整全貌,就研究結果提出四項具體可行建議:一、認可制評鑑強化績效責任與品質強化目標;二、認可制評鑑應納入品質改善及自我反省文化;三、認可制評鑑應強調利害關係人充分參與;四、認可制評鑑應發展一致性推動策略。除上述建議外,更應融入臺灣的社會文化發展脈絡,發展符合臺灣國情之融合教育政策,期在既有優良之基礎下,發展創新的教育策略,晉升先進國家之林。

Discussion and Reflection on the Quality Assurance of Vocational Education and Training Education in Europe

Abstract
Ever since the holistic evaluation system was established for vocational schools, topics such as rating fairness, problem discovery, improvement directions, and consulting have been addressed. However, there remain issues such as standardization, school distinctiveness, resource allocation. In order to address these issues and further improve the current evaluation system, the concept of quality assurance is one solution worth looking into. This study uses literature review as a means of studying and understanding how quality assurance relates to evaluation systems. We analyze the European Union’s institutional policies and how they have evolved over time in order to obtain a complete picture. Our results are as follows: (1) Accreditation reviews strengthen quality goals. (2) Accreditation evaluation should include quality improvement and self review mechanisms. (3) Accreditation evaluations should involve all concerned parties. (4) Accreditation evaluations should be rolled out consistently. In addition to the above, we believe that evaluation systems should adhere to Taiwan’s social situation and culture, in order to improve the overall quality of Taiwan’s education system.
