Abstract:
Ever since the holistic evaluation system was established for vocational schools, topics such as rating fairness, problem discovery, improvement directions, and consulting have been addressed. However, there remain issues such as standardization, school distinctiveness, resource allocation. In order to address these issues and further improve the current evaluation system, the concept of quality assurance is one solution worth looking into. This study uses literature review as a means of studying and understanding how quality assurance relates to evaluation systems. We analyze the European Union’s institutional policies and how they have evolved over time in order to obtain a complete picture. Our results are as follows: (1) Accreditation reviews strengthen quality goals. (2) Accreditation evaluation should include quality improvement and self review mechanisms. (3) Accreditation evaluations should involve all concerned parties. (4) Accreditation evaluations should be rolled out consistently. In addition to the above, we believe that evaluation systems should adhere to Taiwan’s social situation and culture, in order to improve the overall quality of Taiwan’s education system.
