發展學校韌性研究:從挑戰到行動的實踐策略 [詳全文] |

摘要: 當前學校面臨多變的社會環境、科技高度發展、價值觀多元化,以及天災人禍持續不斷的衝擊,處於各種不確定性與突發事件之中。學校不僅需在危機中迅速恢復,還必須主動預防並因應未來挑戰。因此,探究學校韌性不僅具有理論價值,更具實務意涵,有助於強化學校適應變遷與持續發展的能力。本文透過文獻分析,歸納發展具學校韌性面臨挑戰如下:一、少子化生源日趨減少。二、天災頻傳學校無法掌控。三、傳染病和流行病危及師生身心健康。四、教育法規限制缺乏彈性。五、校園基礎設施過於老舊。六、校長韌性治理能力不足。七、師生心理壓力有增無減。八、行政工作負荷過於沉重。為了因應挑戰,分別就政策層級和學校層級提出行動實踐策略,其中政策層級包括檢討「0-6 歲國家一起養」政策,經濟支持與結構性改革雙管齊下等六大策略;而學校層級則包括打造優質特色學校,爭取家長及社區認同等八大策略。 關鍵詞:學校安全、學校韌性 |

Research on Developing School Resilience: Practical Strategies for Moving from Challenges to Action |

Abstract: Schools today face a rapidly changing social environment, advanced technological development, diverse values, and the ongoing impact of natural disasters and human-induced crises, placing them in a state of uncertainty and unexpected challenges. Schools must not only recover quickly from crises but also take proactive measures to prevent and address future challenges. Therefore, studying school resilience is not only of theoretical significance but also has practical implications, helping to strengthen schools' ability to adapt to change and sustain long-term development. Through a systematic review of the literature, this study identifies and categorizes the major challenges currently confronting schools resilience as follows: 1. A declining student population due to low birth rates.2.Frequent natural disasters beyond the control of schools.3.Infectious diseases and epidemics threatening the physical and mental health of students and staff.4.Educational regulations that are restrictive and lack flexibility.5.Aging and deteriorating campus infrastructure.6.Insufficient resilient governance capacity among school principals.7.Increasing psychological pressure on students and teachers.8.Excessive administrative workload. To address the challenges, action strategies are proposed at both the policy and school levels. At the policy level, six major strategies include reviewing the "0-6 Years Old National Co-Parenting" policy, combining economic support with structural reforms, and others. At the school level, eight major strategies include creating high-quality, specialized schools and gaining recognition from parents and the community. |
