為民主服務:論中小學教師專業學習社群政策的挑戰與可能

摘要:

隨著專業學習社群成為教育政策的重要一環,本研究透過國內外的文獻分析,探討台灣專業學習社群政策推動挑戰與可能。本研究目的是想探討臺灣專業學習社群推動的挑戰與可能,以及造成這些挑戰之政策因素。研究發現,很少研究提及社群的政策治理問題,及治理的時代脈絡。進一步檢視後,會發現社群政策受到傳統公共行政、新公共管理觀點的影響,並產生重績效表現、附屬於專家知識技術和行政任務、缺乏對社群運作歷程的認識、及較少關注社群成員的個人意義。最後,這整體反映出來的問題核心則是「民主」議題。因此本研究建議:在政策運作時,可以刻意保留自發性社群的空間、發展平等對話關係、建構學校願景的多元性和歷程性;在社群發展時,應更著重集結的歷程和發展社群的私領域資源;在研究上,可分析政策運作中的信念、作為、網絡和文化關係,及著重分析社群集結的歷程。

Service for Democracy: On the Challenge and Possibility of the Teacher Professional Learning Community Policy of the Elementary and Secondary School

Abstract

Due to the significance of professional learning community (PLC) in educational policy, this paper attempts to uncover the challenges and possibilities of the policy enactment of PLC in Taiwan. The central issues are whether the process of policy enactment can lead to the missing of the critical meaning of PLC and if so, how the process works, and whether there are meta issues which should be taken into consideration for the future policy enactment of PLC. It is found that very few studies have addressed the issue of PLC’s policy governance and the social context of governance. Furthermore, affected by the views of “Traditional Public Administration” and “New Public Management”, the PLC in Taiwan faces the following problems: over-emphasizing accountability, being subjected to expert knowledge/technology and administrative task, lacking the understanding of the developing process of PLC, and paying scant attention to personal meaning of members. Finally, central to these problems is the issue of “democracy”. For the policy enactment, it is thus suggested that we should intentionally keep space for the autonomy of PLC, develop a relationship of equality for dialogue, build a multiple and dynamic school vision, and focus on the assembling process and the private resource while developing PLC. For further research, it is suggested that researchers should pay attention to the relationship among belief, action, network, and culture in the policy enactment, and how the PLC assembles in its developing process.
